A faction is basically an organized hit-group. The stronger the people in it the stronger the group. Factions are judged by respect the higher there respect the better the faction is. Each faction starts out with a default 100 respect. When judging you should gauge how high or low this is compared to the default, a faction that loses all its respect is deleted. A deleted faction loses all its members and no longer exists. As for gaining respect theres 3 different ways; 1.) Merits can give you 10 for each one used 2.) Chaining can give you quite a bit of respect but requires planning 3.) Organised Crimes can give you up to 15 respect but can take days to pull off theres no 100% success rate either... Beware! Most factions require you to be level 20+ to join!

Faction Cost:

It costs $1000 multiplied by how many factions there are to start of a faction.
For example if there are 2000 factions the cost is $2,000,000. This money will get you a faction with a capacity for 5 members.
